Joanna Grassle Jaeger
Board Chair

Joanna Jaeger is married and the mother of two children, one with autism, both with juvenile diabetes.  She has been actively involved in the special needs community working as an advocate for families of children with special needs for more than 10 years.  Her association with Parents Helping Parents began in 1994 when she was a founding co-chair of the PHP Families for Early Autism Treatment (FEAT) group.  A graduate of San Jose State University with a degree in Chemistry, Joanna worked in the semiconductor industry in various capacities prior to being welcomed into the Parents Helping Parents network.



Robert Badagliacco
Board Member

Robert Badagliacco is the Managing Director at Sperry Van Ness | SV Advisors, specializing in commercial real estate.  He graduated from the University of Southern California in 1993 with a BS in Business Administration with an Emphasis in Real Estate Finance.  In addition to being a board member for PHP, Robert is involved in the community as a member of both the Board of Governors and the Young Executive Board at the Silicon Valley Capital Club, and served as the Founding Chairman of its Young Executive Board.  He lives in the Willow Glen area of San Jose with his beautiful wife Angel and their three kids: Kaitlin, Jackie, and Ryan.



Suzanne Frank, M.D.
Board Member

Dr. Suzanne Frank is a Pediatrician at the Kaiser San Jose Medical Center.  She also serves on on the Santa Clara County Pediatric Sexual Response Team and is on staff at Valley Medicial Center.  She completed her undergraduate degree at the University of Michigan and prior to medical school, did research in immunology at the Michigan Cancer Foundation and Children’s Memorial Hospital in Chicago.  She earned her medical degree from Northwestern University School of Medicine in Chicago, Illinois and completed her residency training at White Memorial Medical Center, Los Angeles.  Her professional memberships include the American Academy of Pediatrics, the Adolescent Medicine Section of the American Academy of Pediatrics, and the American Professional Society on the Abuse of Children.



Wayne Jasper
Board Member

Wayne Jasper is a resident of Sunnyvale, California and is actively involved in the community.   He is a husband and a parent of three children.  His oldest son has tuberous sclerosis, a genetic condition characterized by tumors in various organs, skin manifestations, seizures, autism, difficult behaviors and developmental delay.  He currently co-facilitates PHP’s Parents of Adult Children with Developmental Disabilities (PACDD) group in addition to serving on PHP’s Board of Directors.  In the past Wayne has served as PHP’s Project Coordinator for Strategies, a statewide network of training and technical assistance centers for family resource centers, edited and published PHP’s quarterly newsletter, coordinated PHP’s Support & Information Groups, and coordinated PHP’s Volunteer Program.  He has served on the Board of Directors for the Combined Health Appeal of California, the National Voluntary Health Agency of California and the Tuberous Sclerosis Alliance.  He has planned conferences and facilitated parenting classes for parents of children with special needs, helped in the startup of a corporate daycare, a school PTA, a corporate employee volunteer program, developed chapters for a national organization and facilitated several groups.

May Marr is a special educator and parent of a child with special needs.



Antoinette Penton
Board Member

Antoinette Penton is member of the State Bar of California.  One of her former areas of practice is Special Education Law.  A graduate of San Jose State University and Santa Clara University Law School, Antoinette has undergone advanced content study in the theory and practice of Applied Behavioral Analysis.  She has worked with children on the autism spectrum to develop their social interaction skills.



James Quaranta
Board Treasurer

James Quaranta grew up in Phoenix, Arizona and moved to the San Jose in 1985 to attend college.  He has a B.S in. Psychology and an M.B.A., both from Santa Clara University.  James met his wife Anne at Santa Clara University, and were married shortly after graduation.  They have 2 children, one with autism.   James joined Intel in 1990 and has spent the majority of his career in Product Marketing and Strategic Planning for mobile computing platforms. 



Joyce Uggla
Board Secretary

Joyce Uggla was born and raised in St. Louis, MO.  She moved to California to attend Stanford University, where she received her undergraduate degree in Biology and a Master’s degree in Education and Folk/Ethnic Dance.  After teaching for three years, Joyce went to work in the high-tech/computer industry where she continues as a technical writer, editor, trainer, and manager.  After her son was diagnosed with leukemia, the entire Uggla family became involved with the Touchstone Network which later merged with PHP.  Touchstone supports families of children with chronic or life-threatening illnesses.



Rebecca Weisman
Board Member

Rebecca Weisman earned her B.A. degree in English at Brandeis University in 1984.   She then attended Golden Gate University School of Law in San Francisco, where she graduated with highest honors in 1994 and obtained her Master of Laws in Taxation Degree (LL.M) in 1998, also with honors.  Ms. Weisman was admitted to the California Bar in 1994.  She has extensive experience as a civil litigator.  Ms. Weisman specializes in Conservatorships, Special Needs Trusts, Law for the Developmentally Disabled, Plaintiff Personal Injury, Elder Law, Estate Planning, Revocable Living Trusts, and related matters.

Kazue Lowenstein
Board Member Emeritus

Kazue Lowenstein is the mother of two adult sons with autism. Kazue began her involvement with PHP in 1987 volunteering in the library. In 1996 she started the Japanese Support Group which continues today. The Foreign Minister of Japan awarded her the Community Leadership Award in 2007. Kazue served on the PHP Board for seven years and now serves as an Emeritus Board Member. She speaks Japanese, English and German and reads Hebrew. In her spare time she performs cantorial chanting in her synagogue.
